A Message From Congressional Candidate Andy Harris
Friends,
Last night was a late and frustrating night. Shortly after 2:30am this morning, the Special Session of the General Assembly ended with the passage of the largest tax increase in Maryland history. I voted against every single tax increase. I even helped lead the filibuster against these new taxes, but sadly the filibuster attempt failed by 1 vote.
The tax-package passed by the General Assembly will increase taxes by $1.4 billion dollars in the first year. Over the next four years, Maryland's hard working families will pay almost $7 billion more in higher taxes as a result of this tax-package. The taxes amount to about $1,222 per person in the state of Maryland over the next 4 years.
Governor O'Malley called the Special Session to solve the long-term structural deficit, but sadly the General Assembly adjourned without solving it. A structural deficit of over $50 million dollars still exists. If slots fail or the economy takes a downturn, which it undoubtedly will as a result of these tax increases; the structural deficit will grow. One of the reasons the structural deficit exists is because the General Assembly actually increased spending. During this Special Session, the General Assembly passed new spending programs to expand state-run healthcare and funding for the bay. No real budget cuts were made because no budget was before the General Assembly. Governor O'Malley can ignore the recommended cuts the legislature proposed when he submits his budget for next year.
Here is a summary of the tax increases passed by the General Assembly:
Sales Tax:
The sales tax was increased from 5% to 6%. This increase will be felt most by businesses on the Shore. Residents on Maryland's Eastern Shore can just drive to Delaware to avoid the 6% sales tax in Maryland. Jobs in Maryland will be lost because of this increase.
Sales Tax Expansion:
The sales tax was expanded to include computer services. Comptroller Franchot believed expanding the sales tax to computer services will hurt Maryland's economy. He stated, "Computer firms form the nucleus of the state's new economy" and that the sales tax "plays into the hands of those who would unfairly question Maryland's business climate.
Surprise New Fee:
A surprise new fee was added to the final bill. The fee for a title certificate will be raised from $23 to $50. Despite O'Malley's statements last summer opposing such fee increases as being to onerous for working families, his tax-package will raise $32 million per year from this fee increase.
Income Tax:
A new progressive income tax was established. Currently everyone pays a flat 4.75% tax on his or her income. The new brackets are as follows: 5% for single filers making more than $150,000 and joint filers (married couples) making more than $200,000, 5.25% for singles making more than $300,000 and joint filers making more than $350,000, and 5.5% for single and joint filers making more than $500,000.
Tobacco Tax:
The tobacco tax was increased from $1 to $2 a pack.
Slots:
Slots will be on the ballot in November of 2008. I sponsored an amendment to ban a slots location in a given county if a majority of the people in that county vote against the referendum. I believe if people in a county do not want a slots parlor in their back yard, the state should not force them to have one. Sadly, this amendment failed.
Each of us has until January 1st to prepare for these tax increases. These tax increases are an early Christmas present from the Democratic leadership in Annapolis (actually, they would probably call it a "holiday present").

Vernon Powell (IMO) Has Nicest Display On Plaza
Rather than making it real easy on all of you, I chose not to display all of the photos I have of the Downtown Plaza, encouraging everyone to take some time out and go down there and see what these fine property owners have to offer for this Holiday Season.
The one above was my favorite but it's truly a tough call as there are so many to choose from. Get back with me and let me know which one you like the most.
Do YOU Kiss On The Lips?
I don't know about any of you but I was raised to always kiss a FRIEND on the cheek, that's the respectful thing to do.
However, the Tilghman Administration, (some of the sickos) kiss right on the lips and think nothing of it. NOW, I'm not at all saying I'm right and hopefully comments will straighten me out if I am in fact wrong, but if my Wife EVER saw me kissing someone on the lips, she and I both have something to worry about.
Anyhow, perhaps Porqueena will see this photo and straighten someone out right away?
There Are No Gangs In Salisbury, Right Chiefy?
I know, at first glance you're saying, what Gangs, right?
Former Councilwoman Lynn Cathcart pointed out to me the other night that these young ladies with the red bandannas hanging out of their pockets are in fact Gang Members. They were at the Christmas Tree Lighting Ceremony.
Well, all I can tell you is, they seemed pretty pleasant to me. Not all Harley Davidson owners are Pagans either.
What You Won't Read In The Daily Times
Are you aware of the ash being used in the landfills from Power Plants is also a contributing factor to the pollution of the Bay (include the Wicomico River - since Wicomico uses ash from Indian River power plant)? This ash contains metals and other contaminates that did not burn. Also do any of the Green Idiots realize the Rivers in Pennsylvania empty into the top of the Bay and that is where the Bay begin dying not in the middle where we are located. I hear nothing about the Chromium Plant, (that was where the Inner Harbor is now) cleaning up their pollution or paying fines when they closed and moved out of State. With these facts how can the Farmer be blamed?
Accountability!
Ladies & Gentlemen, As you know I wrote several strong posts about the Zoo over the weekend and I must strongly state the following points.
Barie Tilghman has made it almost impossible for anyone to keep her in check by forcing ALL Council Members to go through her office and not ANY department heads.
If you'll recall, this all started when Councilwoman Terry Cohen called the AZA on her own and started asking questions about the Zoo. This infuriated Jim Rapp, Ron Alessi and Barrie Tilghman. Terry was onto something HOT!
Nevertheless, in the end things are starting to come to a head at the Zoo and IF others had normal access to information the citizens wouldn't be screwed all the time. In other words, why build a $2,000,000.00 building if it's completely unnecessary? Well, you can't know that if Barrie keeps it covered up.
Then we move onto the photo above when last Monday Louise Smith was attempting to close the Council Meeting while Councilwoman Cohen was speaking. Louise had her hand on the GAVEL while Councilwoman Campbell interrupted her to make sure Cohen got to say her peace before all was said and done.
At the point of embarrassment, Louise knew she couldn't gavel down Cohen at this point and she allowed her to finish what she was saying. However, if Campbell didn't insist Smith recognize Cohen, it would have been over. Point being, Louise Smith was absolutely 100% hand picked by the Mayor and everyone was fooled, screwed and absolutely LIED to with her campaign promises of accountability.
How else could you get a mirror image of Mike Dunn as Council President unless Barrie picked her out herself and pulled a fast one on everyone. There is NO ACCOUNTABILITY and the Citizens need to once again take back their City and stop this Mayor from continuing to have complete control over Council Members.
I guess Louise Smith will be the next target of this Blog until she starts changing things back to an open form of Government. In other words, it's War.
Please Read Weekend Zoo Posts
If you missed visiting this weekend, please take the time out and read the Zoo Posts I put up this weekend. Don't make me have to re post them, LOL.
The 11th Most Dangerous City In America Just Got Worse
I was tipped off yesterday that things weren't so good for Salisbury but my sources tell me things are a lot worse than what Duvall said this morning. He's stating we're now the 10th most dangerous City in America. My sources stated we moved into 7th place?
Either way, you're NOT going to read about this in the Daily Times because it is of course the Tilghman Times. The Times has been promoting things were better, of course doing NO research whatsoever and simply reporting whatever Chiefy says or Barrie.
More to come once we break down the numbers better......
